GPS Navigation

Can someone help me find a GPS that fits my requirements?

For my DECA competition, I am pretending to be a sales representative trying to sell a GPS to a small business that delivers packages to businesses and the general public. However, the GPS has to at least meet these minimum requirements:
Provides maps for drivers
Tracking Device for fleet managers
Furnishing data for improving delivery routes
Integrating with cell phone technology
Eliminating unathorized use of fleet vehicles
Decrease fuel costs

Please help, I cannot find a GPS that meets all of these requirements, my biggest problem is a tracking device and eliminating unauthorized use.

One of the only GPS systems that has more features than a cell phone or any other GPS is its class.
